Working Protocol

 

CONSTITUTION

The Mediterranean Group has been formally set up starting from the experience begun in 1989. The Group is based on a relationship of friendship and solidarity and its objective is to strike up relations with Eastern and Southern Mediterranean unions.

1. COMPOSITION

The Mediterranean Group of PSI affiliated unions is composed of the unions affiliated to the PSI of: Cyprus, France, Greece, Israel, Italy, Malta, Portugal and Spain.

All the Mediterranean unions belonging to the PSI or to the EPSU can join this group according to the procedures provided for in chap. 3.

2. OBJECTIVES

The Group pursues the following objectives:

3.1

Plenary meeting

The Group meets, at least, twice a year, according to the agenda that will be drafted during the second annual meeting.

The assembly is organised by the host country that sends the agenda at least 40 days before the assembly.

The group takes all the decisions concerning the new members, the observers, the participants to invite (even those belonging to other electoral colleges of the EPSU/PSI).

The Group presents a final document containing the guidelines for the policy that the Group should adopt in the following period.

The Group decides, on the bases of the widest consensus, the representatives of the Mediterranean to appoint in the PSI and EPSU structures.

The Group can decide about work groups and can delegate tasks to examine closely the subjects of common interest in the public service sector.

4. CO-ORDINATION

Two countries guarantee the co-ordination of the Mediterranean Group according to the rotation principle. Such principle implies the substitution of a country every year. The titular members of the Executive Committee of the PSI and of the EPSU take part in the co-ordination.

5. IMPLEMENTATION OF ART. 9.3 B OF THE PSI COSTITUTION AND DEMOCRATIC RULES OF THE GROUP

Constituency

The unions of Cyprus, Greece, Israel, Italy, Malta, Portugal and Spain affiliated to the PSI (Public Services International) constitute the PSI Mediterranean Constituency,

Before each meeting of the Executive Board and of the Steering Committee the titular members and their substitutes will consult the co-ordinators of each country on the most important matters to discuss during the meeting, they will also propose common solutions.

The consultations will last at least a week. At the end a common position, if possible, will be taken. Different point of views/positions will be presented to the meeting, provided that someone makes an explicit request.

The rule of "silence-consent" is generally applied.

Consultations will be obligatory because individual positions are not allowed.

A missed consultation procedure will imply the substitution of the appointed/elected persons.

The rules are generally applied to all the meetings where there is someone to represent the college/group.

After each meeting the person/s that took part in the meeting on behalf of the group/college will have to write a report in his/her own language.

The translations will be made at the expenses of the those who receive the text.

5. WOMEN'S COMMITTEE

The above mentioned rules apply to women representatives of the PSI Women's World Committee.

This subject will be always present during every meeting of the Group both as an item on the agenda and as a specific initiative.

6. EUROPEAN FEDERATION OF PUBLIC SERVICE UNIONS - EPSU

While waiting for the general Assembly that will be held in Lisbon the group adopts the same co-ordination even within EPSU executive bodies.

The co-ordination will be adopted even within the different sectoral committee on the bases of the different experiences and guaranteeing the autonomy of each sector.

7. GROUP FUNDING

The co-ordination of the group has been charged with the study of forms of financing (internal and external). The aim is to guarantee a complete and effective form of financing, especially for the two annual meetings (the most important thing is to cover interpretation expenses).

The text of the document can be modified just on the bases of a general consensus.
